If you Shift and right click in that windows you should get an option to opena command prompt in that location. Then type in the command prompt "java" followed by the name of your optifine file. something like "java OptiFine__HD_U_A0_bltadwin.ru". when you run that command you should get it to work. I was downloading Minecraft_bltadwin.ru but I accidentally changed it to notepad, and I went into registry and found where bltadwin.ru file is, and I clicked the openwithlist but there is only 1 file.
